Please activate "Add image" in comment even all users have "Can View" permission in pages.

      If a page gives all users 'Can View'-only permission, the 'Add image' option is not enabled in the comment.

      Even though users have "Add" permission in the Attachment section in space permission, the "Add image" option is not active in the comment when the page sets all users to "Can View" only.

      Comment is a way for a communication, and also it does not edit the contents in the page, please allow the "Add image" in comment even all users have "Can View" permission in pages.
