      Issue Summary

      When users without Analytics permission access the "Feature Usage" section within Confluence Cloud's Mission Control, they encounter a generic loading error instead of a clear indication of a permission issue. This behavior is not explicitly documented as an intended specification.

      Description

      Customers accessing the "Mission Control" administrative area in Confluence Cloud, specifically the "Feature Usage" (機能の使用状況) section, experience a loading error if they do not possess the necessary Analytics permission. This error persists until Analytics permission is explicitly granted.

      While it is understood that the "Feature Usage" section relies on analytics data and thus logically requires Analytics permission for access, the current user experience is suboptimal. The display of a generic "loading error" is misleading and does not clearly inform the user that the issue is due to insufficient permissions. This leads to confusion, frustration, and increased support inquiries as users are unable to diagnose the root cause of the display issue.

      Furthermore, existing documentation does not clearly state that Analytics permission is a prerequisite for viewing the "Feature Usage" section of Mission Control, nor does it describe the specific "loading error" behavior when permissions are absent.

      Steps to Reproduce:

      1. Navigate to the Analytics Permissions page: https://<your-confluence-cloud-site>.atlassian.net/wiki/analytics/permissions (replace <your-confluence-cloud-site> with your actual site URL, e.g., yourcompany.atlassian.net).
      2. Ensure that Analytics permission is NOT granted to the group(s) of the user(s) who will observe the issue (or to all groups).
      3. Access the Confluence settings, then go to the "Mission Control" panel.
      4. Observe the "Feature Usage" section on the Mission Control page, where "Loading error" will be displayed (refer to the attached screenshot).
