Issue Summary

Currently we can restrict a user from creating comments by disabling his/her access to comment on the page however this disables the option to create inline comments as well.

There should be a way to restrict the inline comments separately and should not be included with the comment box at the bottom of the page.

This is very useful for revision a document, and does not hide the focus on the main document.
