Issue Summary

Page owners receive an in-app notification for the first page view, which mostly causes noise and isn't a welcoming feature.

Steps to Reproduce

1. Publish a page and share it with the required people
2. When the person visits the page for the first time, the owner shall be notified via in-app notification.
