Issue Summary

When the user changes the owner, the user who becomes the new owner receives the notification below.

After this owner change, if you convert the legacy editor to the cloud editor, then the new owner will receive the notification about changing the owner again, even if it has not changed.

Steps to Reproduce

1. User A creates a new page with the legacy editor.
2. User A changes the page owner to User B
3. Then, User B receives the notification about changing the owner.
4. User A converts the page to the cloud editor.
5. User B receives the same notification again.

Expected Results

User B doesn't receive the same notification about changing the owner.

Actual Results

User B receives the same notification again.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
