Ability to send emails directly from within Confluence or through an API endpoint

      At the moment, email notifications and in-app notifications in Confluence are bound to specific events and admins do not have the option to send out notifications to their users.

      It would be great to have a feature that allows admins to send reminders to their users within Confluence or through an API endpoint.
