With RBAC turned on, users require both "Create content" and "Edit content" permissions to create certain content types

      Issue Summary

      When the Role-based Access Control (RBAC) feature is enabled on the site, users need to be granted both "Create content" and "Edit content" permissions to create certain content types, specifically regular pages, live docs, and smart links. Users who only have the "Create content" permission and not the "Edit content" permission encounter a UI error message when attempting to create these content types.

      Steps to Reproduce

      1. Before enabling RBAC, check that your user has been granted the legacy Page>Add permission (individually and via group) in a space.
      2. Enable the RBAC feature on your site (Site settings>Configuration>New features).
      3. In the space, your user will be shown with only the "Create content" permission ticked under Custom access.
      4. Attempt to create a regular page, live doc, or smart link.

      Expected Results

      The user should be able to create a regular page, live doc, or smart link.

      Actual Results

      The user receives the following UI error message:

      We’re unable to create this content
      You don’t have permission to create here or the space has been recently deleted.

      Workaround

      Grant users both "Create content" and "Edit content" permissions.
