Issue Summary

Vertical Scrollbar being overlapped by top sticky header

Steps to Reproduce

1. OS settings set to "Always show scroll bars"
2. Create a page
3. Add some content, publish the page
4. Try scrolling the page and notice scrollbar being hidden when it reaches the top.

Expected Results

The Scrollbar should be clearly visible in the UI and not overlapped.

Actual Results

The scroll bar is overlapped and thus looks hidden behind the top sticky header.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
