Currently, it is not possible via the UI to find all the pages where a specific label is present. The content report macro and the filter by label macro allow a user to list all pages that contain a certain label(s), but it's limited to only returning pages which the user has access to.

It would be nice to allow Confluence Admins to have a way to report on all pages with a certain label, regardless of permissions restrictions.
