Issue Summary

The space manager currently does not show those spaces that are restricted for the space admin

Steps to Reproduce

1. create a space and remove the space admins from the space access
2. As a Site admin, using space manager, the restricted space won't be visible in the list.

Expected Results

• Site admins should be able to see the name of the space in the list

  Actual Results

• The restricted spaces os hidden and the Site admin can't see it

Workaround

Site Admins can use the Space reports feature or use Global space settings to view all the spaces.
