In the new Confluence navigation, customizing the sidebar is a personal setting—each user can show, hide, or reorder navigation items to suit their own preferences. This is done by going to More (···) > Customize sidebar. These changes only affect the individual user’s view and are not visible to anyone else on the site

Admins cannot set a default or enforced sidebar layout for all users. 

This request is to have the admin have the ability to customize the sidebar globally for all users
