At present, JSM (Jira Service Management) admins are able to create Confluence spaces even if they do not have access to Confluence. For JSM admins who are also Confluence users, their ability to create spaces can be managed via the Confluence Global settings.
It would be beneficial to introduce an option within the Confluence settings that allows the restriction of space creation by JSM admins, regardless of whether they are licensed Confluence users. This enhancement would provide more granular control over space creation permissions and help maintain the integrity of Confluence spaces.
