Issue Summary

Despite having disabled the "Add Comment" option for anonymous users, they are still able to see the option to add comments

Steps to Reproduce

• Enable anonymous access for any space.
• Dont assign add comment permission for the anonymous users.
• access any page of that space anonymously and you will see that "Add comment" button is available.
• Try to add a comment and it will throw the error.

Expected Results

Add comment should not be enabled.

Actual Results

Even though we cant add the comment but button is there so its confusing.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
