Issue Summary

Users aren't receiving email notifications for comments or mentions on the page.

Steps to Reproduce

1. Go to Confluence page
2. Edit the page
3. @mention a user
4. Or add a comment on the page.

Expected Results

The user should be receiving email notifications for the user mention on the Confluence page.

Actual Results

No notification received.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
