Problem

The attachment link for PDF shows a preview in the legacy editor, which is changed to attachment download after conversion to the new editor. The link after the conversion points to a fixed version, different from the preview on the attachments page.

Steps to Reproduce

• In the legacy editor page, insert a link to select a PDF file from the attachment list
• Give it a Link text and insert the link
• Publish the page and click the link to see the PDF attachment file preview 
• Convert the page to the new editor

Expected Results

The link should show the PDF attachment preview as the legacy editor page, always displaying the latest version of the file.

Actual Results

The link points to a fixed version and downloads the attachment instead of showing the PDF preview.

Workaround

Restore the legacy editor or use the "Add image, video, or file" to add the PDF to the new editor page.
