Toolbar preferences are not saved when editing a template/blueprint

Steps to Reproduce

1. Step 1: Open any template
2. Step 2: Select Text, toolbar will apper
3. Step 3: Click on the three dots (...) on the right side of the toolbar.
4. Step 4: You'll see an option to choose the toolbar's position.
5. Step 5: Select "Fixed at top"
6. Step 6: Toolbar will appear at top
7. Step 7: Close template, open template
8. Step 8: Toolbar is missing from top

Expected Results

preference must be saved as it is saved for page

Actual Results

Preference is not saved

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
