Restore previous behavior: when removing page restrictions (Restricted → Public), allow both view and edit permissions to become public automatically

Description

In the legacy Confluence UI, when a user removed page restrictions and made the page public, both view and edit permissions were simultaneously opened to everyone.
In the new sharing UI, only view access is released by default, while edit permissions remain limited to the previous editor, unless manually changed via the “can edit” dropdown.

Customer Feedback

Several users have pointed out that this change increases the number of manual steps and may result in unintentionally restricted pages, especially when users are unaware that edit permissions remain limited.
Customers are requesting an option or default behavior setting that would restore the previous UI’s behavior.

Suggested Feature

Provide a configurable option in the admin settings to determine the default behavior when changing a page from "Restricted" to "Public":

• Option A: Release both view and edit permissions (legacy behavior)
• Option B: Release view only, keep edit restricted (current behavior)

Expected Outcome

This would reduce manual overhead and potential permission misconfigurations, improving user experience and ensuring consistency across teams.
