Ability to control links behavior (internal and external) for accessibility

      Background

      Currently, the behavior for links in Confluence pages is defined based on the resource destination:

      For internal (other pages within the same site), the link opens in the same/current tab;

      For external (any content outside the current Confluence site), the link opens in a new tab.

      This behavior applies to every user and links across the Confluence product, and there's no control/setting at the user or site level that can be adjusted about it.

      Suggestion

      This distinct behavior between internal and external links makes navigation unpredictable for users relying on screen readers or keyboard-only access, so for better accessibility, this entry asks for an option at the site or user level to control the default link behavior (both internal and external).
