Export not working when there is a restricted page in the top level of the page tree

      Issue Summary

      The symptoms of this bug is that the HTML export either:

      • Finishes with a small and empty zip file
      • The HTML/PDF "custom export" does not render the page tree when specifying the pages to export

      In both symptoms, there is no error message in the UI.

      This issue impacts XMLHTML and PDF export

      Steps to Reproduce

      1. On a Confluence space, create a new restricted page while logged in as user A. This new page should not be accessible by anyone else
      2. Place this new restricted page above the homepage in the page tree (screenshot below)
      3. Log in as user B and attempt to export the space as HTML

      Expected Results

      User B can export successfully

      Actual Results

      User B is getting an empty zip file or cannot render the page tree at all

      Workaround

      1. Reorder any of the restricted pages so that they are placed below the home page (Screenshot below)
      2. Remove page restrictions (if applicable), or include the user exporting the space to these restrictions
