Issue Summary

When accessing the Confluence Administration, there is an issue for users with user access admin privileges. Directly under the "Atlassian administration" section, there is no "Groups" text visible, and clicking on this area does nothing.

This issue does not occur for site administrators.

Steps to Reproduce

• Log in to Confluence Cloud as a user with user access admin privileges.
• Navigate to Confluence Administration > Atlassian administration.
• The "Groups" text won't be available.
• Try to click that button.

Expected Results

The "Groups" text should be visible, and clicking on it should direct the user to the groups management page.

Actual Results

The "Groups" text is missing and there's a non-functional button.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
