Issue Summary

Inline comments are no longer visible on the floating action bar.

Steps to Reproduce

1. Make sure to have the new and simplified content layout enabled;
2. Add or edit a Confluence page;
3. Add some inline comments and then publish the page;
4. Refresh the page;

Expected Results

The inline comments are visible on the floating action bar.

Actual Results

The inline comments are no longer visible on the floating action bar.

This behavior seems to be randomly occurring. The Atlassian Support Team should be able to query the database to verify whether the inline comments are still available.
