Issue Summary

When reverting a page that was converted to the new editor back to a previous version, the page opens in the new editor instead of the expected legacy editor.

Steps to Reproduce

1. Create or identify a page originally created with the legacy editor.
2. Convert the page to the new editor.
3. Revert the page to a previous version created with the legacy editor.

The page opens in the new editor rather than the expected legacy editor.

Expected Results

When a page is reverted to a version created with the legacy editor, it should open in the legacy editor for further edits.

Actual Results

The edit page opens in the new editor despite being reverted to a version that should use the legacy editor.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
