Issue Summary

We created a database and people are watching it, but when changing content nobody received a notification.

Steps to Reproduce

1. Create a new Confluence page.
2. Select the Create button in the navigation.

1. Select Database.

1. This will create a new blank database in your current space.
2. Check the option to start watching the database.
3. 
4. Add a text or Jira issue to the database. 

Expected Results

The user watching the page should receive the notification for the changes made

Actual Results

There is no notification received for the database watchers regarding the changes made.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
