Prevent Site Settings from reverting to default values

      Issue Summary

      We have seen user reports that settings like email notifications and re-indexing languages are being updated to default values without user input AND without logging the change to the audit log. 

      Steps to Reproduce

      This issue is not easy to reproduce as it is currently unclear what change is triggering this default value to be provided

      In user cases, they will update their email notification settings to `OFF` or their re-indexing language to a non-English language (e.g. German). They will successfully save that update, but in a few months return to see that this has been undone. In these examples, the email notification will be turned back on and the re-indexing language will be set to English again. 

      Expected Results

      Updates to site settings always persist UNLESS a user directly updates them

      Actual Results

      In some cases, changes appear to be being updated without direct user action

      Workaround

      At this point, the best workaround is to re-set the setting to the desired value
