Issue Summary
It is possible to restrict uploads by setting an Attachment maximum size under Confluence Administration > General Configuration.
When uploading an attachment larger than the maximum allowed size via the Attachments section of a page and using the Upload file button, a generic error message is displayed. The message is misleading to users and does not indicate the attachment size is larger than the current limit.
Steps to Reproduce
Steps:
- Navigate to General Configuration - /wiki/admin/configuration
- Set Attachment maximum size to 0 and Save
- Navigate to any Page > Attachments > Files
- Use the Upload file > Attach flow
Expected Results
An error message should be displayed informing the user the current attachment size limit.
Actual Results
A generic error is displayed:

Workaround
Using the Drag-and-Drop flow does display an informative error message, both from Edit mode and the Attachments menu:
<attachment> is too big to upload. Files must be less than 0 B.
