Issue Summary

In the Confluence cloud's new modernized navigation, users are unable to close panels if a banner is present, as the close button is not visible. 

Steps to Reproduce

1. Navigate to a page with the modernized navigation which has a banner present
2. Open the Details panel (or Comments panel) from the floating Action bar
3. Attempt to close the panel.

Expected Results

The Details panel should display a close button that allows users to close it after clicking "show details."

Actual Results

For some site users, the close button does not appear, preventing them from closing the Details panel.

Workaround

Currently, there is no known workaround to close the Details panel without the close option appearing. Users can try refreshing the page instead.
