Issue Summary

When there are unread comments in the page, blue dot is no longer being displayed, so users are not aware if there are or aren't comments to read.

Steps to Reproduce

1. User A creates an inline comment in the page
2. User B access the page and the comments button doesn't indicate there's an unread comment.

Expected Results

A blue dot should appear in the comments button at the top of the page in the old nav indicating there are unread messages.

Actual Results

The button doesn't show the blue dot and users are not aware of unread comments

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
