Issue Summary

Allow Tag Creation' Disabled, but Tags Can Still Be Created in Confluence Database

Steps to Reproduce

1. Create a database
2. have field where the field type is TAG
3. Make sure that the option to 'Allow tags creation' is unchecked
4. Try creating tags in the field (the tags will be created)

Expected Results

The tags must not be created

Actual Results

The tags can be created

Workaround

Enable and the disable the tag check box
