Issue Summary

With the introduction of Mission Control within Confluence Settings, a lot of key admin information is displayed to the product admins.

One of the cards available is the Confluence admins card, which should not only display the Confluence admins for that product but also include a lozenge beside the name of admins with Org privileges. Neither all the admins nor the lozenge are currently being displayed.

Steps to Reproduce

1. Access a site with multiple Confluence admins, including some of them as Org admin
2. Check Confluence Settings > Mission control > Confluence admins.

Expected Results

All, or most, Confluence admins to be listed

Admins with org privileges, such as Org admins, to be identified via a lozenge next to their names.

Actual Results

Not all admins are listed. In some cases, only 1-3 admins are displayed, despite many being available when checking the Admin groups under Global Permissions (/wiki/admin/permissions/global?tab=internal)

Workaround

Admins can be checked by expanding the groups listed as "CONFLUENCE ADMIN" under Global Permissions or directly via admin.atlassian.com (outside the Mission Control).
