Issue Summary

Currently, when users request space access, the access request email notifications are sent to Space administrators that are directly added to the Space (i.e. those visible on the "users" tab). 20% of those admins are selected, rounded up to a maximum of 5 admins. But when there are no admins(only app user as admin) in a space, request access email notification is not sent to anyone. 

Requested Feature

There can be 2 possible solutions here:

1. Either we need to disable "request space access" feature as the email is not sent out to anyone.
2. Or we can have dedicate space owners who receive the email notification when user request access.
