Allow the content manager to search for deactivated users on all spaces

      Current scenario

      When using the Content Manager, specially the filter pages with deactivated owners, we can only search for deactivated users on the current space, which might cause users to not find pages owned by deactivated users in other spaces.

      Suggested solution

      Allow the content manager to search for deactivated users on all spaces.
