Issue Summary
In Confluence Cloud, headings placed inside the deprecated panel macro (often seen after migration from Data Center) don't display the "copy link" icon on hover and fail to function correctly when referenced by the Table of Contents macro.
Steps to Reproduce
- Create or migrate a page containing the deprecated panel macro.
- Place one or more headings (e.g., H1, H2) inside the body of the deprecated panel macro.
- Add a Table of Contents macro to the top of the page.
- Publish the page and attempt to hover over the headings or click the corresponding links in the Table of Contents.
Expected Results
Headings inside the panel should display a "copy link" icon on hover, and Table of Contents links should successfully navigate to the respective heading.
Actual Results
The "copy link" function is missing for these headings, and clicking the Table of Contents links fails to navigate to the heading location.
Workaround
Moving the content out of the deprecated panel macro or replacing the deprecated panel with the new cloud panel element restores the expected heading behavior and Table of Contents functionality.
