Issue Summary

creating a page from a template ( using Create from template macro) leaves you unable to edit labels in the page creation screen

Steps to Reproduce

1. Add a create from template macro on the page and publish the page
2. click on the button to create a new page with that template 
3. In the Editor, Click on More actions - Edit labels and try to add labels

Expected Results

User should be able to add/update labels

Actual Results

User can't perform any action in the Edit labels box

Workaround

Publish the page first and then add labels
