Issue Summary

When inserting an image into the whiteboard, users have the options to "Bring to Front" and "Send to Back." However, once an image is sent to the back, it cannot be moved further back, and similarly, an image brought to the front cannot be moved further forward. Although the options remain available, selecting them does not result in any action.

Steps to Reproduce

1. Insert two or more images, stacking them one on top of the other.
2. Right-click on an image and select the "Send to Back" option.
3. Attempt to select "Send to Back" again on the same image. The image remains in its current position without further movement.
4. Attempt to select "Send to Back" again on the same image. The image remains in its current position without further movement.

Expected Results

The image should move to another layer based on the selected option. If "Send to Back" is chosen a second time, the image should move further back.

Actual Results

Selecting "Send to Back" a second time on the same image results in no change; the image remains in its original position without further movement and same for "Bring to front" !

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available
