      Issue Summary

      When creating and publishing a page in Confluence with the "autowatch" setting disabled in personal settings, the user is unexpectedly added as a watcher. This issue is reproducible on Data Center. Although the "autowatch" flag is not selected, the behavior persists.

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Go to personal Confluence settings.
      2. Ensure that the "automatic monitoring" flag is not selected.
      3. Create a new page.
      4. Publish the page.

      Expected Results

      When creating and publishing a page, the user should not be added as a watcher if the auto watch flag is not selected in their personal settings.

      Actual Results

      The user is automatically added as a watcher, despite the flag for autowatch being turned off.

      The below exception is thrown in the xxxxxxx.log file:

      Workaround

      Remove as a watcher after publishing a page.
