Issue Summary

When attempting to create a page using a template in the legacy editor, users are unable to proceed to the editor after the page preview. The "Next" button, which should allow progression to the editor, is non-functional and can even be typed on.

Steps to Reproduce

1. Navigate to the page creation section.
2. Select a template using the legacy editor to create a new page.
3. Observe the page preview that appears.
4. Attempt to click the "Next" button to proceed to the editor.

Expected Results

Clicking the "Next" button should take the user to the editor to modify and save the new page created from the template.

Actual Results

The "Next" button does not function as expected. Users are unable to click it to move to the editor. Additionally, users can type on the button, which suggests that it is not behaving like a standard button.
