Issue Summary

Ideally, Comments can only be added to text that doesn't contain an emoji, a macro, or an @mention.
Earlier it use to prompt user while trying to add comments over macro, mention
or text with an emoji
1. Now, it lets user add the comment.
2. It shows in DB
3. It also shows on page option "comments"

This is reproducible on Data Center: NA

Steps to Reproduce

1. Create a page with status macro text
2. Try to add a inline comment to it.

Expected Results

Ideally it should not let user add the comment

Actual Results

first impression - it will look like comment has been added but after a page refresh, the comment will be gone.

Workaround

highlight test with status macro with blank space next to it and add inline comment. It should be visible in UI even after page refresh.
