Problem

Prevent a non-admin user from adding new products to an existing organisation.

Steps to Reproduce

1. In an organisation having a site with either a Free product or a product on Trial
2. login as a managed account user who is not an admin
3. Access "https://home.atlassian.com"
4. Click on the "Switch to" option in the top left corner and select "More Atlassian Products"
5. Select the product you want to add and click on the "Try it" button followed by selecting the site mentioned in Step 1.
6. The request gets successful without sending it to an admin approval.

Suggested Solution

Admin should be able to control the new products being added to an existing organisation.
