Issue Summary

When a Confluence site is open for anonymous access, using the mobile browser on phones doesn't display a login option as it does in desktop version.

PS: using a tablet will automatically load the desktop version which is not affected by this bug.

Steps to Reproduce

1. Open your site to anonymous access
2. Access Confluence using the mobile browser
3. There won't be an option to login as in desktop version

Expected Results

A button to login to Confluence should be displayed in the mobile browser version.

Actual Results

Confluence doesn't have a login option when using the mobile browser version.

Workaround

There are two workarounds:

1. Use the 'View Desktop Site' option to see Confluence in a desktop version on your mobile. You'll then see the option to login.
2. Use the Confluence Mobile App for Android or iOS
