Issue Summary

After successfully setting the Data Residency for a product (Confluence or Jira) to a specific location (EU or Germany), the process to relocate eligible connect apps to the same designated location fails to complete, resulting in app status "Move Delayed". This issue prevents the complete alignment of Data Residency settings between the main product and its associated connect apps.

Steps to Reproduce

1. Change Data Residency location for a product (Confluence or Jira)
2. Select a target location (EU or Germany)
3. After the main product's Data Residency is updated, initiate the process to move eligible connect apps to the same location
4. Monitor the status of the move process

Expected Results

The eligible connect apps should successfully move to the selected Data Residency location (EU or Germany) without delay or failure.

Actual Results

The move process for eligible connect apps fails to complete, remaining stuck with app status "Move Delayed".

Workaround

Reach out to Atlassian's support team so they can manually re-initiate the move of the connect apps.
