Issue Summary

Anchor links don't scroll to the anchor on the page when the anchor is in the viewport.

Steps to Reproduce

1. Create an anchor on page 1 and publish
2. On page 2, create a link to the anchor on page 1 and publish. Use the section "To link to an anchor link macro on another page" on this page to create the link.
3. Click on the link on page 1.

Expected Results

The page should scroll so that the anchor is at the top of the viewport.

Actual Results

The page opens and doesn't scroll to bring the anchor to the top, if anchor is in the viewport.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
