Issue Summary

This is reproducible on Data Center: yes, but the interfaces are slightly different.

Confluence product admins and space admins would like for Global Actions and Space Promotion to be made simpler. 

They often want to turn off many or even all of the blueprints but it's quite tedious to toggle them all as the list is quite long with 139 items. 

They would like a bulk action interface to allow deselect/select all.  Bulk action using a selection box would be preferred to the current toggle method.

Steps to Reproduce

Space Admin who want to limit the templates presented to their team:

1. Navigate to the Templates UI in a space
2. one by one toggle off the blueprints ... 139 times

Confluence Product Admin who want to limit the blueprints available to spaces:

1. Navigate to the Global templates and blueprints UI in global admin
2. one by one toggle off the blueprints
