Issue Summary
When a space has JSM integrations as a KB with the "Who can view" setting set to All logged-in users, users can request space access and be assigned permissions.
Users without the Confluence license can't view the space or content but do appear in the space permissions.

Steps to Reproduce
- Set up a user without Confluence access and only JSM Customer access
- Set up a JSM project with a Confluence KB
- Set the setting "Who can view" as All logged-in users
- As the test user from step 1, navigate to a restricted space.
- You'll be able to 'Request space access'
- The space admin will receive an email and can manage the request
- The permissions page will allow the admin to set the user with permissions.
Users without the Confluence license can't view the space or content but do appear in the space permissions.
Expected Results
Users without a license should not be able to request space access.
Space admin should not be allowed to add users to space permissions without a license.
Actual Results
Users who navigate to a restricted space can request space access.
Space Admins receive an email to manage the request and can set permissions for users who don't have a license.
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available.
