Problem
The legacy panel macro in Confluence Cloud's legacy editor is not compatible/responsive with Dark Theme, leading to visibility issues.
When using specific background and title text color combinations, such as "Background Colour = White" and "Title Text Colour = Black," the text becomes invisible in Dark Theme due to enforced color settings.

Steps to Reproduce
- Open a page in Confluence Cloud using the legacy editor.
- Insert a legacy panel macro.
- Set the panel's "Background Colour" to White and "Title Text Colour" to Black.
- Switch Confluence to Dark Theme.
Expected Results
The text within the legacy panel macro should be readable and responsive to theme changes, ensuring visibility in both Light and Dark Themes. As similar occurs in `Edit Mode`.
Actual Results
The text within the legacy panel macro becomes invisible in Dark Theme, as the enforced Black text color on a dark background is not readable.
Workaround
As a workaround, adjust the colors used in the Panel Macros to be neutral and readable in both themes, such as using "Gray". However, this is not a perfect solution for all scenarios.
Notes
The legacy panel macro is only available in the legacy editor, which is planned for deprecation, as referenced at : Insert the Panel Macro.
No new bugs are fixed or enhancements made for the legacy editor unless it's a major incident, as per Atlassian's documentation: Convert pages to the new editor.
