Issue Summary

When you export a page the foother and header is not included, however, if you export a space as PDF then the exporter adds the foother and header

The version of the PDF when the page is exported = 1.4 

The version of the PDF when the space is exported as PDF = 1.5

Steps to Reproduce

1. Go to the space settings and add a header and a footer
2. Go to a page within the same space and export it as PDF
3. Download the PDF
4. You can see the Footer and Header is not included

Possible cause: PDF exporter fallback into the previous PDF processor flow and using the old one.

Expected Results

PDF exporter should be capable to add the footer and header

Actual Results

Footer and header is not added into the PDF

Workaround

Go to space settings and export the space as PDF, then select manually the pages you would like to print
