Summary

Currently, the ability to use the Admin Key is restricted to Org Admins (in environments already leveraging the new User Management experience) and restricted to Site Admins and Org Admins (in environments still leveraging the old User Management experience) only, meaning that (Confluence) Product Admins can't use it without being in a higher role as well.

Enhancement Request

Provide such availability to Product Admins in the New User Management Experience and potentially the same to "Trusted users" in the Old User Management Experience.
