Me as user I would like to disable action items inside Confluence Pages

      I would like to have the option to disable action items so users can't tick some of them while the page is in view mode.

       

      There are scenarios in which the users must be stopped to continue modifying a page because might cause the status to change, so for those scenarios we would like to disable the action instead of removing it or blocking the page permissions
