Problem:

Currently, if a user archives a page with view restrictions it will cause page name conflicts for other user trying to create page with same name. This condition is not resolvable by users of the site. Additionally, there is no way to recover or identify the page or page owner for them without involving admins.

Suggestion:

End users can get more details in the error message about the conflicting page, such as owner information or link etc, to help resolve the conflict.
