Anchor links in Table of Contents macro fail to navigate to the correct headings on PDF export

      Issue Summary

      When exporting a page to PDF that includes a Table of Contents macro, the anchor links within the Table of Contents do not consistently navigate to the correct headings. Instead, users are often directed to a different section or page entirely.

      The issue affects both page and space PDF exports.

      Steps to Reproduce

      1. Create a page with a Table of Contents macro, multiple headings, and content under each heading.
      2. Export the page to PDF.
      3. Open the exported PDF and click on the links in the Table of Contents.

      Expected Results

      Clicking on the links in the Table of Contents should consistently navigate to the corresponding headings in the PDF.

      Actual Results

      Clicking on the links in the Table of Contents sometimes navigates to incorrect locations, such as the middle of a table or a different page.

      Workaround

      Currently. there is no known workaround for this behavior. A workaround will be added here when available.
