Users can individually set their Smart Link preferences:

You can set your preferences on how links are displayed across Confluence, Atlas, Jira, and soon for other Atlassian products. Your chosen link display option appears when you edit pages or comment on issues.

Site admins can't set a default smart link behavior across their site, for example, to add a specific domain to the Exceptions for specific domains,

Suggestion

Provide admins with the ability to set smart link behavior for site users or specifically for managed users.
